Doctoral Fellowships
The Rotenstreich Fellowship for Outstanding Doctoral Students in the Humanities
The PBC arrived at the conclusion a number of years ago that there was a problem in the training of future academic faculty members in the humanities. The reasons were a decrease in the level of students choosing advanced studies in these fields and the long time needed to complete research work due to the inability of students to devote all their time to research.
The program was established and dedicated to the memory of the late Prof. Nathan Rotenstreich, who served as the first Chairman of the PBC. Fifteen new fellowships are awarded each year, with each fellowship awarded for three years (with the possibility of extending it to a fourth year in certain cases). The fellowships are distributed among the universities according to criteria which reflect both the number of doctoral students in the humanities, and the number of fellowship recipients in previous years. Every institution is notified as to the number of fellowships which will be allotted to it. The choice of winners is up to the institution which then reports to the PBC.
Beginning in the academic year 2005/06 and continuing for three additional terms (2005/06, 2006/07, 2007/08) the program will also be operated in a new format, parallel to the old format of previous years. According to the new format, there will be 19 new fellowships each year (which are distributed among the institutions according to the same criteria mentioned above), and the fellowship will be funded in equal parts by the PBC and the university. In this framework the applicants are submitted by the university and they are examined and approved by a supervisory committee which was formed for this purpose.

The Guastella Fellowships for Promoting Science and Technology in the Universities - Doctoral Students
The program was established parallel to the program for faculty members in science and technology teaching in order to promote this field in the universities. The fellowship is awarded to outstanding doctoral students in the field of education in science and technology, for a period of three years where the funding is divided between PBC (1/3) and the Sacta-Rashi Foundation (2/3), Applicants are chosen by a committee of experts in the field, and then approved by the Sacta-Rashi Foundation and the PBC.

Fellowships for Outstanding Doctoral Students in the Fields of Advanced Technology
This scholarship has been discontinued for new terms beginning in the academic year 2002/03.
This program grants fellowships to students beginning their studies toward a doctorate or students commencing the direct doctoral track in the fields of advanced technologies. The program aims to encourage outstanding students to continue their academic studies in fields of advanced technologies, to help in increasing the number of academic faculty in the areas of advanced technologies, and to enable outstanding doctoral students in these fields to dedicate themselves full-time to study and research and thus shorten their years of study.
The fellowships are intended for new doctoral students or those on a direct track to a doctorate in the fields of: computer science, electronic engineering, computer engineering, communications engineering, and software and data systems engineering. The fellowships are for 4 years for beginning doctoral students and for 6 years for students in the direct track to a doctorate (with the possibility of extending it for an additional year in extraordinary circumstances). The responsibility for choosing the fellowship recipients lies with the university in which they are pursuing their doctoral studies.

Levtzion Fellowships for Outstanding Doctoral Students from the Periphery
Beginning with the academic year 2004/05 a new program was inaugurated for outstanding doctoral students from the periphery, named after the late Prof. Nehemia Levtsion who served as Chairman of the PBC in 1997-2003. The aims of the program are to encourage outstanding students from the periphery to work toward a doctoral degree in Israeli universities, thus promoting academic excellence, contributing to the academic community, and decreasing the social gaps between the periphery and the center of the country. The program provides an opportunity to outstanding students from the periphery to dedicate themselves full-time to their studies, thereby shortening the length of their doctoral studies and to encouraging the integration (in the long term) of doctorates from the periphery in the academic faculties in institutions of higher education. Every year the program will grant 10 three-year fellowships.
