The Freedom of Information Act anchors the right of access to information from public authorities in its rules and in the  Freedom of Information Regulations. According to the Act and the Freedom of Information Regulations (Fee), 1999-5759, an application to receive information will be handled after paying the Request Fee of NIS 85 and the requestor undertaking to pay the expenses for the handling of the request and the extraction of the information requested. The Fee can be paid by sending a check made to the order of “The Council of Higher Education”, or through a bank transfer to the account of the Council of Higher Education No. 12-782-182607 at Bank HaPoalim, Rehavia Branch. Send the Request with the original receipt for the Request Fee in the amount NIS 85 stamped paid or with a check, to:
The Freedom of Information Act Officer, The Council of Higher Education, 43 Jabotinsky St., Jerusalem.  

After receiving the Request Fee,  the request will be examined in depth according to the instructions of the Freedom of Information Act .
